BlackRock's IBIT posts longest Bitcoin ETF inflow streak since April as CLARITY Act optimism returns

BlackRock's IBIT led all crypto ETFs with roughly $164 million in net inflows on July 21, capping the longest five-day inflow streak since April and pushing Bitcoin to a five-week high above $66,400. The CLARITY Act's Senate progress, including Trump's reported agreement on ethics provisions, is the central driver of renewed institutional conviction, though the bill's path to a floor vote before the August recess remains uncertain.

BlackRock's IBIT is leading the Bitcoin ETF rebound again, and the CLARITY Act has given investors a reason to buy. The streak is real, but it now depends on whether Washington can turn a useful headline into an actual Senate vote.

Six consecutive trading days of net inflows into U.S. spot Bitcoin ETFs is the market signal you can't ignore this week. According to SoSoValue data reported by KuCoin and Odaily, the funds took in $203 million on July 21, with BlackRock's iShares Bitcoin Trust pulling in $164 million by itself. That made July 21 the sixth straight positive session, not the fifth, and it pushed Bitcoin back into the mid-$66,000 range.

The fifth day had already done enough to get traders' attention. TradingNEWS, also citing SoSoValue, reported that U.S. spot Bitcoin ETFs drew $226.92 million on July 20, bringing the five-session total to $727.25 million, the longest positive run since the April 30 to May 5 stretch. IBIT led that day too, with $116.48 million. When BlackRock's fund is on both sides of the move, you pay attention.

The reversal came after a rough stretch. CoinDesk reported that U.S. spot Bitcoin ETFs lost $4.06 billion in June, their worst month since listing, before a July 2 inflow broke the pressure. The Block later noted that the funds still logged an eighth straight negative week over the holiday-shortened week ending July 2. So this isn't a clean comeback story. It is a market trying to climb out of a very specific hole.

Washington supplied the hook

The legislative backdrop changed at the right moment. The Wall Street Journal reported on July 21 that Coinbase rose 9.6% after the White House and a bipartisan group of senators, including Cynthia Lummis and Bernie Moreno, reached an agreement on an ethics provision tied to the CLARITY Act. Investor's Business Daily reported the same broad development, adding that Senate Democrats still had not reviewed the finalized language. That caveat matters. A handshake in Washington is not a law.

The CLARITY Act has already cleared the House, according to the Journal, but the Senate is the harder test. The bill would shift more oversight of crypto trading away from the SEC and toward a market structure framework involving the CFTC, which is why Coinbase, ETF issuers and large asset allocators care so much about it. You don't have to love crypto to understand the appeal. Institutions prefer rules they can model over enforcement risk they can't.

Senate Majority Leader John Thune has promised a vote before the August recess. Bloomberg Law reported on July 14 that Thune said the vote would happen this work period, though he had not given exact timing. The chamber still needs 60 votes to move past a filibuster, and Democrats remain focused on ethics language, enforcement and consumer protections. The clock is tight.

Don't mistake that for certainty. Polymarket's live market on whether the CLARITY Act will be signed into law in 2026 showed a 48% chance during this audit, up from the low-40s level cited in earlier coverage. Better odds are still not passage. They are just enough for traders to justify buying before the next procedural fight.

IBIT is the tell

IBIT's dominance is the part of this story that matters beyond one green week. TradingNEWS put IBIT at $47.5 billion in assets on July 20, about 61% of the U.S. spot Bitcoin ETF complex. KuCoin's July 21 note said total Bitcoin spot ETF net assets stood at $80.94 billion after the latest inflow day, with IBIT's cumulative historical net inflow at $60.77 billion. That is scale. It also makes BlackRock's fund the cleanest daily read on institutional Bitcoin demand.

When IBIT bleeds, the whole category looks weak. When IBIT leads creations, the opposite message travels fast. This is not only a wrapper around Bitcoin anymore. It is one of the main pipes through which traditional investors enter and leave the market, and the last two months have shown both sides of that pipe working hard.

Frankly, the next few weeks are simple. If Thune gets the CLARITY Act to the floor before the August recess and the ethics language holds together, this inflow streak has a real chance to become more than a legislative bounce. If the bill slips into the fall calendar, ETF buyers may wait again. Six green days are useful. A law would be different.
