Microsoft is moving AI from subscription comfort into metered compute, and you should treat every agent you deploy as a worker with a running meter attached.
The predictable Copilot bill ended on June 1, 2026. That was the day GitHub moved Copilot from its premium request model to GitHub AI Credits, with usage tied to token consumption. Two weeks later, Microsoft pushed the same logic into office work, making Copilot Cowork generally available on June 16 and shifting the enterprise agent toward usage-based pricing. The old bargain was simple: pay by seat and let employees ask as much as they liked. The new bargain is blunter. If the model works harder, you pay more.
You can see why Microsoft moved. A short Copilot prompt that rewrites an email is not the same product as an agent that plans a task, opens files, calls tools, checks its own output and keeps going until the job is done. GitHub chief product officer Mario Rodriguez said in April that a quick chat question and a multi-hour autonomous coding session could cost the user the same amount under the old system, while GitHub absorbed much of the inference cost. That model was always going to break once people stopped asking AI for suggestions and started giving it work.
Business Insider reported on June 3 that some GitHub Copilot users were already posting screenshots showing they had burned through large chunks of their monthly AI credit allowance within days of the change. One Reddit user cited by the outlet projected an $847 bill after previously paying $39 a month for Copilot Pro+. That number is not every developer's bill, and you shouldn't treat it as the norm. But it is the warning flare. Heavy users are finding out that agentic coding does not behave like autocomplete with a nicer interface.

Copilot Cowork brings the same bill into office work
Copilot Cowork makes the issue harder to dismiss as a developer problem. According to TechRadar, Microsoft opened Cowork globally to Microsoft 365 Copilot users on June 16 after previewing it in March. The tool can work across Outlook, Word, Excel and Teams, with approval required before sensitive actions. Microsoft said more than half of the Fortune 500 used it during preview, and Times of India named Accenture and Koch Industries among the companies already signed on.
That is a serious distribution base, not a lab demo. If Cowork edits spreadsheets, compares files across product versions, schedules meetings and drafts messages across a company, finance teams need to know more than whether employees like it. They need to know what a normal task costs, what an expensive task looks like, and which teams are quietly turning monthly subscriptions into open-ended compute spend.
Axios reported that Microsoft is moving Copilot Cowork to usage-based pricing and is even considering a Microsoft-hosted version of DeepSeek as a cheaper model option. Charles Lamanna, Microsoft's executive vice president for Copilot, agents and platform, told Axios that testing showed Cowork could not be offered on an unlimited-use basis. Frankly, that is the whole story. The agent is useful enough to create demand, and expensive enough that Microsoft no longer wants to hide the cost inside a flat fee.
For startups and enterprise buyers, the mistake is pretending this is only a Microsoft pricing tweak. It is a procurement problem. You would not hand every employee a corporate card with no spending controls and call it productivity. AI agents now need the same discipline: budgets, logs, model policies and a hard view of which tasks justify the bill. GitHub has already added budget controls at enterprise, cost center and user levels, according to ITPro. That tells you where the market is going.
The awkward part is that metered billing may make the best AI tools feel worse before they get better. People were willing to experiment when Copilot felt like a fixed monthly cost. Once every long session has a visible price, managers will ask harder questions and workers will ration prompts. Some of that caution is healthy. Some of it will kill useful experimentation before companies know what the software can actually do.
Microsoft is not wrong to charge for compute it is actually consuming. GitHub is not wrong to stop treating a quick answer and a long autonomous coding run as the same unit. But buyers should stop hearing the word Copilot and thinking subscription software. The next phase of enterprise AI looks much more like cloud infrastructure: powerful, variable and capable of surprising you at the end of the month.
